The problem was resolved for a few months since changing to static IP. However I am now encountering the same issue again.

The difference between getting a response from this destination or not is probably (again) due to it not responding to UDP packets (Linux traceroute default), but the destination does respond to ICMP packets from Windows tracert.
Some of the traceroutes posted by Yaroze look strange since they can have very high latency from intermediate hops, but not necessarily such high latency for the final destination.
