Apart from an odd P2P Game (Borderlands) no other services are being ran.

Do you terminate the P2P process or is it left running in the background?
If you are using Windows I suggest you install NetWorX to monitor activity.

Terminated. Once the game is closed, the net session closed. Just like any other online game.
However I'm actually using Linux.

Bumping..
The problem was resolved for a few months since changing to static IP. However I am now encountering the same issue again.

Your not running any services/programs in the background are you?
Can you post your router stats (assuming you're on ADSL)?

The difference between getting a response from this destination or not is probably (again) due to it not responding to UDP packets (Linux traceroute default), but the destination does respond to ICMP packets from Windows tracert.
Some of the traceroutes posted by Yaroze look strange since they can have very high latency from intermediate hops, but not necessarily such high latency for the final destination.
