We've tested your line and whilst we can't see any issues remotely we'll speak with our suppliers to see if they can identify any cause.

Whilst our suppliers QA team still aren't willing to move your circuit to different VLAN, I've been advised that they've raised it internally to check the back-haul network. I'll continue to chase for updates where required and I'll keep you posted.
This is how gandalf resolved my issue last year.

Thanks for getting back to us.
We've raised it to the relevant team but similar to last time they're refusing to arrange a move as there plenty of capacity according to them (Apparently there's 5GB spare at the exchange).
I'll update you as soon as I know more

I'm sorry to hear you're having connection issues. Checking from this side everything is looking spot on to the router with barely any drops and 45.5Mbps download and 6.9Mbps upload showing to get there with no signs of errors. It is also not testing a hot VLAN. Can I please ask if the above tests were through a wired or wireless connection?

Please run the BT Speedtester service from here using a wired connection.
Once the initial result is completed please click Further Diagnostics. Please type in your phone number and click run diagnostic test. This will run a test and send the results to the server for investigation. Once that's done please raise the fault from here and let us know once you've done it so we can progress the fault for you.

Went wireless and it worked full blast. Turned back on via lan through Powerline adapter and got full speeds again. Weird must have been powerline adapter limiting speed to 9mb.
