Site Errors (Slow pages, slow posting, connection reset, uploads failing)

I'm somewhat bemused by the regular requests for "are you guys still seeing problems ?" ! 
Surely if Plusnet were actively looking at this problem, then they would have their own industrial grade packet sniffer (or Wireshark) looking at the packets coming out of their network, and KNOW whether the problem is fixed,  rather than keep asking us whether the problem has miraculously vanished and can be forgotten about.
It doesn't exactly inspire confidence that the Operations team know what they are doing !

Plenty from 84.93.230.186 source port 80 today.
Apparently they did capture a lot of data but failed to find the problem. What did they do wrong, did they set a capture filter to only capture traffic going to/from the IP addresses 212.159.8.110 and 212.159.9.110? Thereby not capturing the packets sent with the source address still 84.93.230.186?

Same problem cropped up again this morning. Clicked on post and waited ages. I thought the site had closed down!
Today I was using a tablet on WiFi whereas last night I was using my desktop PC.

Hate to upset people who have real problems,but...
Whilst this site is probably the slowest on the entire internet, I've never seen it show mangled or blank output.

I wonder if / when the DCT / post from work & home do they also see these well known issue(s)
Can all the DCT that use the forum, use the likes of wireshark on their connections & put their input into this thread
As @ one time or another there were some tests albeit on hardware / routers, taken home by DCT (I see no reason why this could not happen again)
As seen it is also making it harder & more work for the Moderators,
Is it making any difference to the DCT posts ?

The posts timing out / uploads failing problem doesn't affect us internally.

It is not that simple - in most configurations, wireshark is not going to see the issues as the problem is hidden from the active PC by the NAT / Firewall.

Would that be because you connect in a manner which avoids the load balancers?

If we're lining up a long list of questions, I'd like to know:
How long has it been broken for? (Hint: it's at least over one year)
Why did it take so many months / years for the problem to be investigated?
