Perhaps the reduction is related to the change from Market 1-3 + Hull to Market A, B and Hull?

Technically it is, but people still tend to refer to Markets 1 (especially) and 3.

In their final report Ofcom classified 28 exchanges as Market B that were A in the consultation. They also changed 4 from B to A but in my view those are wrong.

The whole classification system is now "wrong" in the sense that it's no longer achieving the purpose for which it was originally created. It should be scrapped totally. It is a big disincentive now for other providers to even try competing in Market 1/A exchanges as their retail prices cannot compete with the prices BT Retail are offering - they clearly have to make "some" margin over the wholesale cost, and most prices are higher than BT Retail. So they have few customers on an exchange, hence no incentive whatsoever to install LLU kit. The whole pricing structure now stinks and Market 1/A users are getting a raw deal.
