That isn't a valid comparison
You have to take line rental from TalkTalk if you want their fibre and if you take the line rental from Plusnet then the price drops to £19.99

I assumed you were comparing prices where Plusnet aren't screwed by the OFCOM mandated base cost

Perhaps Plusnet should market outside low cost areas as £19.99 + £3.00 OFCOM premium.

My ALR/broadband deal finishes end June so if nothing happens by then, I shall ,no doubt, be talking to Customer Retentions -especially as I have had yet another flyer from Sky offering 12 months free broadband if I move my rental and calls.
Reckon Sky will cost me ~ £8 pm more for the telephone elements......but no cost vs £16.99 pm for Mkt1 unlimited ADSL 2+ would be a no brainer.
