Looking at that rule it would appear everything is as expected, from my research 25565 is the default port and the forwarding rule is setup using that port.
Have you checked using https://www.iplocation.net/find-ip-address if the your public IP is the correct when using the UB?
I would expect the firewall event log would report an incoming port forward connection?

I'm sorry I'm not too sure what you mean when you say "UB", but yes I am using the IP shown on iplocation.net when testing the connection. The UDR log is not showing anything in the logs about any attempted connections weirdly.

Sorry a typo, meant UD
The port forward rule to me looks correct.
With regards to the device running Minecraft, are you setting it with a static IP or using DHCP, is the UDR set to the same IP Address as the Hub Two default (192.168.1.254) or something else. I'm wonder if the default gateway on the Minecraft device is correct?

I played around with the DHCP server settings last night and set the range to be 192.168.1.6 to 192.168.1.253 just as a sanity check though correct me if I'm wrong but the plusnet hub two gateway shouldn't matter whilst its in bridge mode? The device running the server is using a fixed IP of 192.168.1.100 which the server is set to run from, and the UDR gateway IP is 192.168.1.1. I'll attach the picture of the DHCP server settings as well.

Correct, in bridge mode its just a modem, no concept of DHCP.
The device running the server is using a fixed IP of 192.168.1.100 which the server is set to run from
but earlier you showed the port forward set to 192.168.1.3 ? was that a typo

Ah yeah, sorry about that - I switched the fixed IP last night after changing the DHCP server settings. It was 192.168.1.3, now 192.168.1.100.

I've tried this again with a third party bridge instead of the plusnet hub two, and was still unable to port forward. Is there something with how plusnet handles this that requires you to port forward using their hub? Or is there something I may have done wrong in my UDR set up?

No, I have a port forward working on my Openwrt ER-X

But, rather than a specific network range use 0.0.0.0 with mask of 0.0.0.0
0.0.0.0 would be a connection from any network address.

I've attempted that, let me know if I've done it wrong but it still doesn't seem to be working for me. Though thanks for your reply - been bashing my head against the wall with this issue for multiple evenings now.

It's as if there is an extra step being missed when setting up the forward rule.
Does the UDR come with a link for an on-line guide?
Maybe it's worth asking a question on the UD forum.
I know port forwarding works from non Plusnet hubs as I've used TP-Link routers.

What's confusing me, is that there is nothing in the UDR logs ? If the connection attempt is getting to it, then I'd expect some log, either an intrusion or a forward log. That would suggest the connection isnt getting to it, hence the question earlier about the PN firewall, however if that was the problem, then the port forward on the Hub 2 wouldn't be working?

Have you done it with another device upstream in bridge mode? As I mentioned earlier I'm a new customer, and a couple of weeks ago I was with BT running this exact same setup with them except I had a TP link modem in bridge mode, instead of (obviously) the plusnet router. The reason I swapped was because we were having frequent dropouts on our connection and a BT advisor told us it was likely the TP-link modem causing the issue.
I have tried with the TP-link modem again and I faced the same issue, so yeah it's very confusing.

Unless I'm checking in the wrong place, but the only logs I know of in Ubiquitis setup is the system log which indeed shows nothing. I've seen some advice on another thread about SSH'ing into the UDR and listening to the port, which I've tried and still showed nothing.

To confirm that the connection attempt is hitting the UDM , you really need to use tcpdump via ssh on the pppoe interface, probelm is your going to have to filter out all the other internet traffic!. If youve got wireshark installed on a machine , its possible to capture the traffic with tcpdump remotely https://www.reddit.com/r/Ubiquiti/comments/ho19aw/capturing_udm_pro_wan_traffic_directly_into/
I've used it on my Openwrt system to trace SIP traffic in the past and its very useful (assuming you're familiar with wireshark)
