So I suspect all the properties in the area are the same, and OR  will have to install full ducting - Fibre cable must be installed protected.

I agree but the point is the properties are showng Full Fibre as available whereas the OP's address isn't.

I'm of the opinion that the Wizard's suggestion of the property being delisted after you refused ECC's is looking more likely.

 

You need to submit the form to OR with the evidence you have that Full Fibre is available on your street and wait for an answer.

 

Make it clear you refused ECC's becuse things weren't made clear to you at the time and, if your wished to change your mind, how can you so so if it's not showing as available therefore leaving you unable to place an order.
