It sounds like your external IP is being misclassifed. It is not an exact science.
A staff memember should pick this up and you might have to PM them what it is. Don't post it on here.
Can't remember off the top of my head what site tells you.
EDIT - remembered: http://www.whatismyip.com
See what it says about your ISP.

If a member of staff replies and takes up the issue you are facing then click on their name and there is a button on the right with "Send Private Message".

If your VPN is set to another country then that is very likely to be your problem. You need to either get into your VPN settings and set the destination country to UK or disable it. All VPNs are different so you will have to either tell us which VPN you are using or read the VPN manual.

Is it a special router wirh VPN installed on it? If so what make is it? It can't be a Plusnet hub as they cannot have a VPN installed on ithem so it must be software on your computer.
Who put VPN on your system? Can you ask them?
More fundamentally are you sure that you are running a VPN and if so how you know as this may give us a clue.
If it is a special modem/router then maybe the easiest solution is to temporarily replace it with the Plusnet supplied hub. If it is an Internet browser add on then simply use a different browser.

As @Baldrick1 says, it doesn't sound like you're actually using a VPN.
It's almost certainly the two companies using out of date geolocation data and incorrectly identifying your public IP as not being in the UK.
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.
