@snadge - have you tried logging into the hub, disconnecting the PPP, then re-connecting it again, to see if that fixes it, as an alternative to rebooting the device?

To clarify, are you saying you don't actually reboot the device, you only re-connect the PPP?

Plusnet please can staff look at this issue otherwise I'm using it as leverage to get out of my contract and if nobody tries to sort it out then i will report it to the CEO office.

Are you actually rebooting the Hub One, or are you merely "gateway hopping"? If you have to reboot the Hub One, that would imply it's a problem with the Hub One, whereas only re-connecting the PPP would indicate it could also be an issue with the Plusnet gateways.

rebooting the hub one doesn't imply that at all?
because even if it were a problem with the gateway , rebooting the hub would still cause it to reconnect at the proper speed... know what I mean? it would be masking the issue, if he problem was the gateway and I rebooted the hub it would still re-sync and possibly change gateway.
I have rebooted the hub AND disconnected then re-connected in the hub and its fine when it comes back on, I have just now done a forced disconnect then reconnect and the result is as above, and I mean that ive only done this ONCE when the problem occurs.. e.g. today it slowed to 22Mbps so I logged into the router and forced a re-sync and it came back with 40Mbps throughput
one can not make an assumption that it is the hub until its been replaced and problem removed as a result

What I meant was, if re-connecting the PPP didn't fix it, and you had to reboot the hub, then that would imply it was a problem with the Hub One. Of course re-connecting the PPP may restart various processes within the Hub One firmware, so it could still be a problem with the Hub One rather than the Plusnet gateway(s).
There's an endless thread with people having issues with speedtests, with a bit of re-connecting until they manage to get on a good connection.

happened again tonight...well...ive noticed it tonight... gunna start doing speedtests everyday
this time i used DISCONNECT in the router, then RECONNECT...speed was still down,??? so i used 'restart my router' and it worked
its getting bloody annoying

Some results from the hub:
Disconnecting and reconnecting via the hub did nothing (as per snadge's observation)
Went via the restart my router option and had a green light for a long time, then amber for ages, then blue, then amber, then amber flash with the red BB light for ages and then blue.

I still think the hub is caching devices as anything connected to it started to slow down after 11 days of uptime, regardless of what speed I was getting.
None of the devices have been rebooted, so restarting the hub has caused the pages to load fine now.

i got a new router from Plusnet and the problem is worse!!!!
said they cant find any fault on the line n thats the end of it

I've not got a clue as to how a new hub has made it worse for you. Did you refer them to this thread to show them your results?
I'm still having the same issues, so can't see how they can say that's it!!

1) i get new router...still same (after 2 months of complaining)
2) a rep showed me uptime on my line - i explain this does NOT show constant throughput over time
3) rep no.2 shows me 'total bandwidth downloaded over-time', lol and that because the numbers are in 100's of GB's he has CLOSED the case on this basis
the total chart he shows is a chart of HOW MUCH I've download in 'X' time... i could manage that and more on the 18Mbps ive been getting as i stream a very lot and youtube everyday... the point here is its dropping from 37Mbps to anywhere between 17-25Mbps occasionally and PN arent bothered - if it keeps happening then im of to LLu and they can pay the £30 to move off BTWholeSale as they are at fault

well its been a few days and already back down to 20Mbps
I test on LAN and refuse it to be my wifi anyway - 5Ghz with no co-channelling and if it were a defective radio unit the problem would be permenant

as you can see my 5Ghz connection is currently at 240Mbps but flicks between that and 300Mbps and ive had 37Mb speedtests on 120Mbps 5Ghz sync!!!

Mines almost the same, but when I first joined PN, my line rate was 30Mb and was getting around 27Mb in real terms. I was fine with that.
My line rate is currently 22.6Mb, but speed results can and do vary, when tested over ethernet:

I too have spoken to PN on several occasions and during one of my latter conversations, PN mentioned that my speed was fine, which it was at that exact moment in time, but when I asked if it had ever been below the lower estimate for my line, it was confirmed that it was, sometimes, but not now.
As ejs has advised on another thread, there's no point in me running all of these speed tests, so giving up with this!! But will also look at going back to a LLU connection when the opportunity arises
