Yes, a survey is required. I don't know if you get notified about it.
I had no notice, an Openreach guy turned up when I happened to be at home. He marked an agreed a route across my front lawn with aerosol stuff and got me to sign a wayleave permission.
I have no idea what would happened if I had been out.
It was then left for well over a week until a subcontractor turned up to dig in a duct.

@bmc @Baldrick1 Thank you both for your help. I don't actually need FTTP at the moment. I get a rock solid 80/20 FTTC connection which is ample for my needs. My modem/router reports 471 days up time. At some point I've no doubt I will have to go full fibre when they want to pull the copper out of the ground.
The low end 145Mb/s FTTP is actually a pound or two cheaper than my FTTC but that's not sufficient reason to have the disruption.

The copper network will be around for a good few years yet to serve you.

I've taken a closer look at how the OR cable enters my house. It's definitely coming out of a duct just by the front wall before going up to a junction box. I think it's an 8 pair cable shared with the house next door. The manhole in the street is in the pavement directly in line with where the duct comes out of the ground.
That should simplify FTTP whenever I get round to it.

Time to persuade your neighbour they really need to get FTTP - then be there on the day of install to speak to the engineer. However, if you need a survey, they probably do as well so things might be decided before the actual work on your neighbour's install.
FTTC will be around for many years to come. Even when (or if) it gets retired the copper cables from the cabinet to properties won't be removed unless done as part of the FTTP install eg replacing the copper overhead line. It's simply not economical to do the work.

Just for info, the "starter" full fibre product FF74 is a couple of pounds cheaper than FF145. FF74 is as good as FTTC in terms of speed.
