Cross (PN) domain FTPs

Several of my 'home pages' server based  websites use a custom-built PHP backend which allows certain privileged users to add news items, classified adverts, coming events and the like. This backend originally ran on CCGI (humbug) but was moved to Preview PAYH when there were moves afoot  (now apparently abandoned) to close humbug and rumpus
The front-end / back-end works by the simple expedient of allowing users to update a backend file which is then FTPd to the front-end for display as SSI-included data.
Over the last six months or so, the transfers from back-end to front-end have aborted about 30%-50% of the time (and needed to be retried) with a failure to logon on to the home pages server (for the FTP)
Q: DAK if this is more likely to be caused by the restricted number of concurrent FTPs PN allows on the home pages servers at any one time or something to do with the inter-server links  -  in which case would I be better repatriating my Preview PAYH backends to CCGI?
