Why is my Unlimited Fibre so SLOW? 9mb Up 33mb Down.
This is not proper fibre speed? Should be more 20mb Up and 60+mb Down

@Kianara achievable speed will depend on how far you are from the fibre cabinet.
What was the estaimate you were given when you signed up ?
what does the BTwholesale checker https://www.broadbandchecker.btwholesale.com/#/ADSL/AddressHome say for your address ?
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

It sounds like you have a VDSL connection - the 'last mile' of which is delivered over a copper (or sometimes aluminium) line - which is not 'proper fibre', although the powers that be allowed it to be advertised as fibre.

I have no idea.
"This is not proper fibre speed? Should be more 20mb Up and 60+mb Down"
Do you know what your contracted minimum guaranteed speed was? How long has your Unlimited Fibre speed been this? Since start of contract or only recently?
How are you testing this speed, via a device connected to your router by Ethernet cable or Wi-Fi? If Wi-Fi, 2.4 GHz or 5 GHz band?
Have you used the Plusnet fault tester on your line? 'For broadband problems Text HELP to 07800008121'
