That again makes no sense - if the line was capable of 66/18 for the previous people with BT, it is still capable of 66/18 with PN.

It is only capable of those speeds if connected to the nearest FTTC cabinet - if it was out of capacity when FTTC was ordered Openreach will connect it to another if they can rather than upgrade the optimal cabinet - or indeed many other reasons. 

Proof is in the pudding - or more accurately, enter the phone numbers in the BTW DSL checker and show us the results.

One thought (which could be total rubbish!), are those estimates for the annex based on old data.  Maybe some network reconfiguration has since happened (infill cabinet or something maybe), and the main house estimates have been updated based on observed speed, but the annex hasn't because it didn't have a broadband service.  I note the lack of observed speed section in the screenshot.

Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

Just because the two lines come from the same pole does not mean that they are detinitely connected to the same cabinet. Annexes may well be built and the extra phone line installed decades after the original phone was fitted. you don't know what's happenened to the wiringupstream to the property in the meantime. .
