Safeguard is not switched on, but I am still experiencing sites which cannot be reached (most importantly NHS sites)
Anyone else experiencing this?
Is there some default blocking (other than Safeguard)?
Should I enable Safeguard and unblock the sites causing me problems?

When you are home, can you give examples? This sounds more like a routing issue, rather than anything to do with Safeguard - to be honest, I can't see why NHS sites, in particular, should be blocked.

When you get a chance take a look a look at this thread, I am wondering if this similar to your issue?

I had been experiencing problems on a chromebook, and on two android phones
I went through all the DNS settings on the router (not the original) and also within ChromeOS and not seen the problem recur (fingers crossed).
