For many weeks, I've been unable to email anyone with a hotmail or outlook address. The delivery failure messages tell me that my IP address is 'on our block list (S3140)'. Except that I don't recognise the IP addresses quoted. They are not always the same but an IP address look-up places them in various parts of the US. I'm sure my traffic via Plusnet is not routed via the US but the people who host my mail server are adamant they are not part the network that they use. Any ideas?

Welcome to the forums @ianewest . Could be that that your IP address is one brought over here by BT (PN's owners), and it is possible Microsoft (Hotmail/Outlooks owners) think you are still over there, although that should not cause the block you are describing. Can you post the first three octets of your address, and I'll check - or you could see where those addresses are registered yourself by looking at the output from here:- https://iplocation.io/

Thanks for the welcome and swift response. As I said, I have previous looked up the IP addresses and they are located in the US, so my question is how come? If it helps, those cited in some recent delivery failure notifications are:
192.185.149.77
192.185.152.11
192.185.184.18
They all seem to be associated with a US company called Network Solutions. The people who host my mail server deny any connection and say it must be my ISP, but I am not convinced.

As you say, these are located in the U.S., and have zero connection with Plusnet. Can you provide a full copy of a couple of these rejection notifications?

Thanks, that's what I assumed. The typical messages are:
outlook-com.olc.protection.outlook.com[104.47.73.33] said: 550 5.7.1
Unfortunately, messages from [192.185.184.18] weren't sent. Please contact
your Internet service provider since part of their network is on our block
list (S3150). You can also refer your provider to
http://mail.live.com/mail/troubleshooting.aspx#errors.

At a guess, your mail host is being, shall we say, a little untruthful. Unfortunately, my mail knowledge is a little rusty, and I'm unavailable for most of tomorrow, but I will tag a Community member with greater experience. Who is your mailhost, if you don't mind me asking?
@Townman - any thoughts?

In another browser tab, login into the Plusnet user portal BEFORE clicking the fault & ticket links
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

I am minded to confirm that we have not been pointed in the wrong direction - what is YOUR IP address - What's My IP Address? Networking Tools & More (whatsmyip.org)
Is it the same as that displayed in the router WAN information (Broadband IP address)?

Hi,
Thanks for the very useful information. The company who provide my domain are not the actual hosts of my mail service, so I'm awaiting clarification of who the current provider is. I'll respond further when I've heard back from them.
