@Anotherone - I'm getting the information available, however it's a 20CN line so there isn't a huge amount of DLM data available.
It doesn't actually show the corresponding sync, just the profiles and timestamps. Unless it's not actually from the testing system and is in the reporting systems....

Whilst waiting for answers from mushroommrs to those earlier questions, to eliminate certain possibilities.......before we get into any more Modem/Router swapping etc - some advice mushroommrs
Especially because you are on a 20CN connection, they take a fair bit of time for Profiles to update etc., you need to be careful when you need to disconnect/swap modem/routers, filters etc. Don't just unplug things from the line. The exchange automatic Dynamic Line Management (DLM) can see it as a dropped connection.
At the very least, pull the mains power plug and then wait a minute before unplugging things from the line. Ideally log into the modem/router first, and go to the Internet Connection box and click "Disconnect" - this first drops the PPP Internet session to the ISP (helps avoid any stuck sessions), wait about 30 seconds and then pull the power plug. Stay off-line for at least 10 minutes before connecting and powering up. You may need to log in and click "Connect" to start a new PPP session.
What is the spare Modem/Router that you have got?

All of those sync stamps are a minimum required speed for one of the profiles, so it seems highly unlikely those were the actual "sync speeds" achieved at that time.

So we still need to discover exactly what's happening.
If mushroommrs can answer those earlier questions, we can eliminate certain possibilities from the equation and do the next most obvious thing, instead of debating semantics.

Can you try disabling AVG and running the ping tests, just to be sure, I don't think things will change much.

OK. I don't think we are going to glean anything further that's going to be useful, so a modem/router and filter swap would be a good idea.
Now one thing I didn't mention in my previous post about swapping things, is because you are on a very long line, it will be subject to quite a bit of interference after dark due to AM/MW propagation. This will reduce the SNRM and any resync will then be at a slower speed. So change it and the filter if you have a spare, in daylight, a good hour after sunrise and a good hour before sunset.
Then post the new modem/router stats and some ping results.
Edit: Is that Belkin a v1, v2 or v3?

You can ignore that, it looks like a failed incoming connection request/scan. Everyone gets some, as long as your Firewall is active you shouldn't have a problem if it's potentially malicious.
You could also check the Plusnet Firewall is turned on and set to Low at the member centre, this will help reduce some unsolicited traffic.
It was an outbound connection attempt, from a device inside the network with IP address 192.168.1.83. 17.252.11.246 is registered to Apple, port 443 is HTTPS (a secure web server). Perhaps it was some Apple device attempting to use TCP Fast Open, which is intended to improve performance by sending data sooner.
