didn't they say that the cost to upgrade to Windows 10 was free if you did it within the first year?

I will build a new games machine with Win 10 and keep the Win 7 machine as a backup and for any legacy programs which won't run
Ultimately I will bequeath my Win 7 PC to my better half to replace her XP computer
The only reason for building before Win 10 comes out is if there is a really good deal on my preferred m'board/cpu combo and then I will probably use my Vista 64 bit license on it as a stop gap
@w23 - way outside my budget - in any case I only need a m'board, cpu (i5 unlocked), cooler and memory plus an SSD as I have everything else from my previous build but one

before anyone says there is more than 2 months before end of july, RTM goes final before the release date so the distributors get time.

You've hit it on the head there, both Windows 7 and 8 had an update available on General Availability that addressed the bugs between RTM and that date! Kind of a pre-service pack
