I would sign-up for the Linux forum http://www.linuxquestions.org/questions/linux-newbie-8/

Mint uses apt(-get) so we need to stick to that, rpm's also will not work deb's only. It shouldn't be necessary to compile anything either, unless he has a really obscure card.

There is a rather large Debian package which will do a reasonable conversion job on most rpm packages.
Install Debian package alien.
Can be useful if you get a printer driver supplied as a rpm package.

Sorry I haven't been back to this thread in a while.
Update:
I finally got Mint installed on my sister-in-law's PC week before last and gave it a bit of a road test.
Unfortunately everything ran very slowly baring in mind the PC is about 10 years old with 1GB RAM. I even tried using W7 on it but that, too, was pretty unusable. Not really practical anyway as I don't have a spare key for it.
I also came to the conclusion that Mint was going to be far too complicated for her as she has no knowledge about using a PC at all and sorting out issues remotely may not be easy, either.
So, baring in mind that the remit was to get it working mainly for emails, browsing and the storing (since been told some editing) of photos what other suggestions are there?

Well with all due respect @Mav if Mint was running like treacle then the next and dare I say obvious thing is to replace the hardware. You could get something online that would do the job for a few quid. But the NHS may well be selling off some XP based hardware in the not to distant future.
