Ye, as I thought, Linux isn't recognising it as a modem.
Can you post the output of the lsusb command with the device plugged in, that should tell us what device it is. it should look something like this

That pair of usb ID numbers (12d1:1446) is present in the latest version of usb-modeswitch-data, so I assume it would "just work" with a more recent Linux distribution.
You could try installing or updating the usb-modeswitch and usb-modeswitch-data packages. The usb-modeswitch package contains a program which (automatically) tells these kind of devices to stop pretending to be a CDROM and become a modem.

When I got online after installing Mint 9 there were something like 437 updates downloaded and installed. so would have thought anything "out of date" would have been done... However... I`m thinking of downloding the latest version of Mint....... which is.....??????
or even Ubuntu 11.04
any comment or advice ? regarding that action? ? ? ?

I always use the latest version of Fedora, I don't see any great advantage of sticking with the "LTS" releases.
Installing a newer distribution is better than having to install newer individual bits and pieces to get support for newer hardware. The updates released for Mint 9 will be mostly bug fixes and security updates, but not usually newer versions of things.
Mint 11 is available, based on Ubuntu 11.04.

Oddly enough the Mint 9 LiveCD usb-modeswitch also has those USB IDs:
