Compensation is not a freebie, it's what you are entitled to. And yet you still go on blaming Plusnet for issues that were outside their control, BUT it is their problem to recompense you.
If you are insistent on not giving Plusnet a chance now that you are connected, and you really want to go to another ISP where you won't get the benefit of a forum like this, the support may be an overseas call centre, the price may be more, etc etc, then OK, you better leave.
I suggest you ring the COTS number again and tell them -
1) They have so far refused to let you leave unless you pay £250 cancellation fees
2) You've only had broadband for 1 month of the 3 but only had a 1 month refund
3) You haven't been compensated for the 2nd missed engineer's appointment
4) You aren't getting the speed that was promised either
5) If they are still not prepared to let you leave without penalty then you wish to make a formal complaint and will pursue it to the ombudsman if need be.
Edit: Forgot about the speed, add and renumber

So plusnet should be beating on BTOR's door and getting them to sort it out. plusnet are paying BTOR for there services as I am paying for plusnet.
£31 rebate, I don't want it. Can you hear me plusnet ....I WANT TO LEAVE.

plusnet we'll do you proud.... ? Well plusnet you haven't done me proud, you've done me for an 18 month contract. I will do my best over the next year and a half to discourage as many people as I can, to post every day about your many, many shortcoming and try as hard as I can to get away from this dreadful company.

Yes, try ringing COT again.

And please don't go posting all over the place every day, it won't do the slightest bit of good. It was not Plusnet's fault in the first place, secondly nor was the fault of all those that use this forum and all you'll end up doing is making our life unpleasant. The Plusnet staff that support on here try their damnedest to try and ensure everyone's problems are resolved satisfactorily, so it's not their fault either.

There are never any promises on speed - even if there were this would be a BTOR failure to deliver and would follow a user seeking to change ISPs. Having eliminated any end user contribution, synch rate is exclusively governed by the state of the BTOR owned and maintained infrastructure between your home, the local cabinet, the exchange and the back-hauls. Any part of the d-side, cabinet, e-side / fibre, exchange and various VLANs can impact speed, but aside from profiled services (e.g. up to 38Mbps) nothing is within the hands of the ISP.
