FTP, Plusnet Router and port 21

I know plusnet routers are awful at port forwarding but I've agreed to setup a small, static website for a charity and I cannot use any ftp software to upload the thing.

So far I've:

Turned off plusnet's firewall.

Portforwarded the plusnnet-given router to allow port 21 (apparently).

Turned off my firewall, uninstalled my firewall.

NONE of these things has unblocked port 21. Is there ANY way to upload 3mb worth of files to the hosting service at all?

None of that should be necessary to ftp from your connection to a third party hosting service.

What FTP client are you using and what error are you getting?

filezilla - though I have used two others.

The responses have been:

'Error: Connection timed out after 20 seconds of inactivity
Error: Could not connect to server'

and

"Timeout detected. (control connection)
Connection failed."
