I am having billing troubles too and cant get in touch with Plusnet either. Nor can I work out how to post a new problem so I writing here.
It seems impossible to get in touch with anyone at PlusNet so hopefully with more people posting this same issue here PlusNet may actually help?

Do you see a "Start a topic" button towards the top right on the Topics line when you have selected one of the boards?
