Hi Warwick,
Thank you. It turned out that the system failed to register my payment and didn't automate the un-restriction process; the system also failed to send me a billing reminder this month AND restricted the account prematurely.
Something's not right with the billing system (which seems to be the common problem at the moment). I hope Plusnet fixes it eventually.
