The only people who should expect to pay are those using PAYG mobiles - for everybody else it will be free.

and there are even some PAYG ones that give free 0800 calls, GiffGaff http://giffgaff.com/index/pricing for example...

Most people will be able to call the 0800 from a land line phone for free.
Some will call the 0345 number for free as an included call on their mobile contract package
Some as MisterW pointed out will be able to call the 0800 number for free from their mobile.
Only those not having any of the above options will have to pay. They should use the cheaper number for teir situation.

Maybe "free" as regards the actual call but factored into the cost of the package or service.
By the same thinking then buying something with "free" delivery means the delivery is not paid for by some means - e.g. hidden in the total price?

0844 etc are chargeable.
