Billing Error Overcharged

I recently changed/renewed my contract with Plusnet. The person I spoke to refunded me £9.99 on my last bill that I had paid. Except he made an error, and instead, Plusnet are telling me that I owe them £9.99. I had 14 days to pay them before disruption of services. I called every day. I have spent over 30 minutes each day on hold not speaking to anyone. I was on hold for 27 minutes today before I was just cut off. Chat is not working for the past 5 days. I tweeted them, no response.

I need someone to contact me before my services get cut off over a £9.99 mistake. I am definitely not paying £9.99 that I was owed.
