I have a strange problem, I am unable to access the website https://www.certitudes.org/ using Plusnet mobile, I get "ERR_CONNECTION_RESET" on Chrome & the same using Firefox.
It has worked previously and I can access it over Wifi but not over Plusnet at the moment.
It's not my phone as a friend, also on Plusnet, has the same problem.
Strange thing is two other friends who use O2 & GiffGaff can't access it either BUT another two friends who both use the '3' network can access it fine.
I've been in touch with the site owners but they're mystified as well, we tried a test, using the URL https://certi-tude.appspot.com/ instead, which maps to the same site and that works!
Any ideas?

This is probably caused by the website using an out of date DNS look up database and thinks that your IP address is overseas. Apart from changing to a fixed IP address all you can do is to disconnect your hub and leave it off for a few hours to see if it will pick up a different IP address.

That makes no sense at all, for a start, I haven't got a hub to disconnect.
And why would a website block me because it thinks I'm abroad.
(One of the workarounds I found is to use a VPN to pretend I'm in Norway!)

Loads fine on my Plusnet mobile and Plusnet WiFi. What’s your IP address at whatismyip.com for both yourself and your friend who also can’t load it? See if there are any similarities
(edit)
Don’t post the full IP

Try turning the handset off, remove the sim, put the sim back in and switch your phone on again.
Also what make and models of phones are they?

Did the "remove SIM for 30 secs" thing - no difference
I have a Galaxy S9, friend has a ye olde Motorola Moto-G"
Also, I've heard from someone with the same problem on an iPhone (But on the Giffgaff/O2) network.

@alan659882 do you have Parental Controls on ? It is on by default. I wonder if that could be blocking the website for some reason

No Parental Controls, in any event, it's not just me with the problem.
