No dial tone no broadband

I have no dial tone, no broadband. 
I cannot get through to an advisor on the phone line. I have been told someone from open reach will need to go to the exchange to investigate the problem. This is a problem in my area as my neighbours do not have any dial tone or broadband either. 
bt aren’t willing to help as I’m a plus net customer
