Correcting incorrect address on Openreach and plusnet

Hi I’m trying to join plusnet but after several phone calls they are unable to help. They do not have my address in the address finder even though the last tenant in my flat had plusnet. They can find his record when I give his name ( with the correct address) but it still doesn’t come up on their system. I’ve been checking other posts about this... do plusnet need to send an ORDI request to Openreach? My postcode and address are ok on Royal Mail and other utilities databases.
