When I looked in April, my exchange was a FTTP priority exchange. When I checked again a week or 2 ago, it is now not a FTTP priority exchange. So I'm still on FTTC.

Sounds like an example of the temporary Openreach policy 'relaxation'.
Openreach Relax Stop Sell Rules in FTTP Priority Areas to Aid Migration of Old Lines
"As a result, the network operator appears to be informing ISPs that they will allow a bulk relaxation of FTTP Priority Exchange Stop Sell rules between 16th February and 30th October 2026."

@RadioFox Just to confirm - you are still on a FTTC connection with EE, in a stop-sell area for FTTP?

There are a number of Plusnet customers who are happy with a FTTC connection*, even though they reside in an area where FTTP availability is above 75%. Openreach dictate that means it is a stop-sell area and the only option moving forward for new connections and/or migrations is a full fibre order.
Were someone in that position to voluntarily move to a different provider, that would force a change to full fibre.
There has been some confusion as to whether, in the case of these 'forced' migrations from Plusnet to EE (to retain the phone element) if you are in a stop-sell area and still happy on FTTC, whether that will force a migration to full fibre? We still don't know the answer to that as @RadioFox's location is (temporarily) no longer in stop-sell. This can happen if demand is outstripping supply, for example.
* - why would someone be happy on FTTC when FTTP is available? Any number of reasons. They might not want the hassle of new cabling having to brought in. Their router might be in a perfect position for them, but Openreach will only fit the ONT at the other end of the building, thus requiring a lot of internal work. The list goes on.

Thank you for the very clear explanation. We can't have full fibre and Openreach say they have no plans to put it in this area. We are the only property and our nearest neighbour is a third of a mile away.

Not yet. I was advised to ring EE, but I haven't got around to it yet.
Coincidentally, I went round my Sister's house yesterday, as she was having BT FTTP installed. When it was all done, she tried to open an online account with BT. She came up with a very similar problem. It said that it could not identify her as the account holder! Very similar wording to my problem.
Looking through the comments on the EE forums, it seems like the online web & app have had serious problems for years.

Phoned their customer support a little while ago. 15 minute wait, but it was all sorted within a few minutes.
Now have access to my account.

@jab1 I have had a text and an email today which says the equipment is on its way and an Openreach engineer will be with us next Friday, so fingers crossed...

@RadioFox are you able to disable Call Waiting and/or Voicemail within the account settings?

I just went to check & there's a problem again with the EE website "Manage" link.
We can't load this right now
There's a problem getting the information to you. Please try again later.
There's no option to turn off the Voicemail. You can only set the number of rings to (from memory) 0/3/7/12 rings. The default was 7.
I didn't look at the call waiting options. When (if) I can access my details again, I'll let you know.

That's good to know about Call Waiting.
It's a shame about voicemail as a lot of older users are unable to get to the phone even when it's set to the maximum of 10 rings. I think, for this reason alone, I will have to move my parents to BT.
