@Lasanthan I suggest you follow this guide: https://www.lifewire.com/how-to-open-command-prompt-2618089 , as it is comprehensive, but if you still have problems, post back.

Ping statistics for 8.8.8.8:
Packets: Sent = 150, Received = 150, Lost = 0 (0% loss),
Approximate round trip times in milli-seconds:
Minimum = 6ms, Maximum = 127ms, Average = 22ms

So, for Google, the figures are good. What would be interesting to see is the results for a site where you are seeing problems.

I'm not sure they are - min of 6ms may be OK, but max 127ms, avg 22ms shows a lot of variability.
For my own FTTP (not Plusnet) the maximum is under 5ms.

@corringham I agree with you actually. Now I've fully woken and had a load taken off my mind (personal stuff), I'm wondering if a tracert would give us more information.
One to affected sites would be useful.

"The Openreach network isn't the problem here - it is the actual routing of the network (PN's or SKY's) which is different."
I get that point. I would, however, start from both networks being fairly decent and, if anything, suspect the BT network which Plusnet (generally) uses would be the better of the two.
I would be interested to know if the high average ping was wired or wireless? If wired and using the Plusnet Hub something odd is happening.

Can you produce a trace like the one shown below, to a target IP address that is giving you problems ?
This type of trace can show where delays occur, packet losses, and the range of best to worst latencies at each network hop.
This example is my MTR trace of 100 ping responses (in milliseconds) from my VDSL router to Google DNS <8.8.8.8> -

Are there any settings that would be needed for my Deco units to used as the main router instead.
Could that have been issue beforehand?

To remove the Plusnet router you would need to set the WAN facing Deco (I guess that's the "master") to have your account credentials (username and password - no need for VLAN tags) and be set to PPPoE.
There is some suggestion that PPPoE on the Deco doesn't work so well (there is an overhead in maintaining the PPPoE session) do a search for Deco and PPPoE.
If it's working OK I might be tempted to leave well alone....
