How much more convincing does P/N want?
Falling on deaf ears seems appropriate.
Just to mention that I have now made a formal complaint to Camelot citing P/N & their network blocking access to their (National Lottery) website.
Still awaiting their response as I only sent it late last night.

Convincing of what? Plusnet (Bob) believes you, when you say you cannot access the site.
Unfortunately, the National Lottery website does have a history of being a pain when it comes to geolocation. Other ISPs like TalkTalk, Sky and even AAISP have had exactly the same issue before (and these were from IPs issued by the European register, RIPE).
I am assuming the National Lottery site still uses Neustar as their geolocation service provider. The IP ranges in question do show on the Neustar as being geo-located in the UK, but if you contact the National Lottery site directly they can explain if there are other factors involved.

Just read through this forum for the last week, lots of people have now mentioned that they cannot access the N/L website through P/N but are able to do so either by mobile networks or other isp's
Convincing enough?
I accept not every P/N user is affected but the common factor seems to be whatever ip address you have & maybe which gateway as well.
The new network & 143/146 ip's seem to be the worst. 
Is this proof I have been switched over?
If so the dates tally up, (a) Lottery site problems
                                        (b)  When my O/R modem re-synced & dropped my speed by 7-8 meg. (topic elsewhere).

I'm not sure what you think people need convincing about, as no one is doubting what you're saying when you cannot access the N/L website.
It's not clear whether this is down to a routing issue or the N/L site blocking certain IPs. At least previously with those Infonet IPs, you could access the site but were unable to buy a ticket due to incorrect geo-location.
Being moved on to the new Plusnet network would have no bearing on your connection to the cabinet - this is completely different. As you posted in another thread, you have interleaving turned on the downstream/upstream (I believe) which will down to the stability of your connection and the number of errors on your line.

I don't see why 146 addresses would suddenly become an issue
I've been using the 146 infonet IP's nearly exclusively for about a year (since they're always assigned on the gateways I don't have speed issues on) and havent had any issues accessing the lottery website until recently.

My IP has changed tonight to 146. is that me on this new server now?.
My uptime changed to 25 mins, & my connection speed has changed from 37.5 D TO 11.75 Down,not happy at all. Shocked Huh Huh

Do a traceroute and see if you have 172.* addresses as 4th/5th hops.

So your slower speeds are just on the speedtests and not modem? You could try another server (i always use vodafone in london so always to the same place) or it could be the gateway you're on.

My traceroute is almost exactly the same on the new network, the only difference is that I have an extra timeout at No4 so everthing is moved up one after that.
Strange the old network shows a much smaller "path".

It shows a smaller path because the hops over the Wholesale network are masked by L2TP tunnelling.

Same problem here. I can access the National Lottery website no problem if I switch to my mobile hotspot (Three UK).

How many people are reporting this now?
Yet "wonderful" P/N are doing absolute zilch about it.
Just getting fobbed off with excuses.
It's fairly certain it ties up with this new network nonsense.
Unfortunately Camelot haven't responded to my email yet I sent at the weekend.
Hope P/N are going to refund everyone's mobile data costs who are affected.

No one is fobbing you off and Plusnet are investigating and looking at it, as per Bob's post:
