not overly impressed with this
engineer said I was testing capable of full speed 40meg and I am very close to the fibre box. 
Have plusnet capped me and need to change my profile?

If you don't have a 20Mb plusnet profile set under high speed broadband then you are not on the FTTC profile and speeds will be lower. You need to pester PN to get the correct profile set.
