windows 10 chrome browser admin page problems

when i try to login to the hub1 admin page from chrome browser on windows 10 via wifi  i get a blank page , not the "took too long to respond." message or the page, i can reach it via n old xp box on ethernet to the router, (reluctant to use this for obvious reasons) and from an android  tablet , the tablet hangs going to the advanced settings page and takes a browser reset. i have kaspersky anti virus with chrome allowed through firewall, any suggestions?

using dev tools the browser reports "GET http://192.168.1.254/index.cgi net::ERR_INCOMPLETE_CHUNKED_ENCODING"

Ok have to disable Virus protection log on to the management  page , can turn protection back on after log in , it's a problem with Chrome and some anti-virus programs.
