Openreach install question

I've recently moved to Plusnet full fibre which involved Openreach digging a trench across my lawn and installing a grey 2inch pipe. This surfaces next to my house and the fibre emerges into a junction box (CSP?) before routing into the house. 

The exposed pipe was left uncapped. When asked, the engineer volunteered that there would be drainage in the street and no need to worry. Personally I think this is shoddy and temporarily I've cut some foam to act as a bung (see pic).

I'm curious - is this open pipe standard Openreach practice (and if not, how should the pipe have been terminated) ?

Usually on new installs, contractors fit what's known as a "elephants foot" to terminate the pipe, maybe complain and they may come back to fit one.
