@Townman I 100% agree with the Outlook twisted knicker elastic cause of this issue, however, my Outlook for Android App has 3 IMAP accounts on it and, currently, only my Plusnet one is having the issue (that was the same last time around back in October 2018 which resolved itself when the App had a further update).
