Additional information that may help (although it's too late to check this out just now as it really is the 19th February): 
It was just the Forums section that was incorrect, the Home, Blogs and Polls sections all reported the correct date.

this has been reported many times before, we even celebrated New Year twice
That piece of Software is on either BST (British Summer Time) or EST (European Standard Time) when it should be on GMT (Greenwich Mean Time) or UST (Universal Standard Time)  Never mind come 29 March it might then be on the correct local time Crazy

Hmmm.... that's interesting... I've never spotted that before, and I could swear it's the same bit of code in both headers.

Not quite, found a hidden database entry in the SMF database that was obviously set to GMT-1 when the forums were installed back in April 2007, which will need to be corrected. I've raised an internal problem to get this dealt with, but it may mean that existing post times are a bit wrong when it's fixed properly.

I would suggest that the change is made on March 29th as we normally (in the past) had a lot of flack and had to change our individual Profiles
