It is used on another forum (Digital Spy) and is very, very annoying.
Basically, certain words are highlighted with an automatic link to an advert.
The highlighted links are BRIGHT GREEN, and ads appear as your cursor passes over them.

To disable these links on other Forums...

"no plans" doesn't mean they won't do it. It's political speak for "We may or may not do something at some time in the future. We can't say a clear 'no' now, just in case we do decide to do it, so we'll allay you with this seeming 'no' that isn't really a 'no' for now, and you'll be happy with that because you will think it's a 'no'."
