I have no idea what an MPP is, but which company is it that you are not happy with? If you are thinking Plusnet, then they do not 'throttle speed', apart from restricting the maximum speed to that for which you pay. Any other limitations are due to infrastructure conditions and the amount of traffic present.
If you tell us which service you are on, the minimum guaranteed speed quoted in your contract and what you are doing with your connection in more detail, we may be able to advise/help.

You are obviously on a slow ADSL or FTTC line. This is nothing to do with the number of customers that Plusnet have. If you move to another ISP that uses the same Openreach service your speed will be insignificantly different. You are quite right, it’s too slow to stream anything but low resolution video, and then not if there are others in the family also on line.
Are there no faster options available to you?

Other companies are ofering 16 Mbps, you are fight Fibre to cabinet, i can't see why Plusnet can't, I know nothing about routers , but the 6 must be better than the 5, so just on that i will move.

There's probably not that many places in the UK where the broadband speed is that slow. Are you aware that if you are receiving below 10Mbps you can request an upgrade to your property. Search Google for "Broadband universal Service". You might be eligible for an upgrade to your property, assuming you can't receive a strong 4G signal. https://www.ofcom.org.uk/phones-and-broadband/access-to-decent-broadband/how-were-changing-the-rules...

I'm not sure what the relevance of this is. The USO is for a connection to the router. @gouranger has stated that other ISP's can offer 16Mbps. It is therefore likely that the current Plusnet connection is also capable of this speed on a wired connection.
However, help cannot be given unless there is engagement with trying to get the current connection improved, starting with answers to questions asked back in post #2.

The speed the other ISP' offer, is because of a different and better router, as mentioned earier.

I know nothing about routers , but the 6 must be better than the 5, so just on that i will move.
This possible refers to the WiFi standard (WiFi 5 and WiFi 6) the supplied routers support.
Basically speaking for your broadband speed I doubt you will see much improvement in performance with WiFi 6, you would need Ultrafast Full Fibre and devices that support WiFi 6.
You could have a fault on your line which is reducing your sync speed, if that is the case the fault is likely to move to your new provider.

What is "6", what is "5"?
What do Plusnet say about your minimum guaranteed speed on your current FTTC contract? Are you currently below or above that speed? If below the minimum then you probably have a fault.
It isn't clear from what you are posting what exactly is going on.

HIpvmb, my minimum guaranteed speed is a very poor 5Mbps, at christmas day 4Mbps, i was told by plusnet that if i was given the very best router you can buy, it would not not improve my speed, i don't belive that, Sky BT and Zen are all offering 15 -17 Mbps they are using a 6 whay ever it is, instead of a 5 which you know well is what plusnet is using, as we speak my speed is 30 Mbps, never had that all the time i have been with plusnet (two years) when one talks about moving ,it seems to improve the speed, if i am not going to beable to stream a movie every holiday period, then i am off on the 14 th jan thanks for your post

Hi, gouranger
Firstly, if that "5" and "6" refers to Wi-Fi 5, 6 I'd forget about it at your current line speeds! (Unless you are using Wi-Fi in a very Wi-Fi congested environment). It's the broadband line speed shown at the router that matters.
The PN Hub 2 uses Wi-Fi 5 on the 5GHz band. I use my Hub 2 only on 5GHz to a small USB Wi-Fi dongle which connects to the Hub 2 at speeds from around 600-800 Mbps which is much faster than my full fibre 150 Mbps connection. So the Wi-Fi speed is pretty irrelevant. The download test speed at the PC shows 150 Mbps.
Your quoted minimum guaranteed speed of 5 Mbps seems very low, I was getting an operating speed of around three times that when I was on ADSL. A 'better' router can help get the best out of a poor broadband line, but that is nothing to do with Wi-Fi - which is only the link between your router and devices.
Do you know why your minimum guaranteed line speed is so low? If on FTTC, are you on the old 10/40 Mbps contract (I was) rather than the usual (~70 Mbps) FTTC one? Your current 30 Mbps speed could indicate this. Do you know how far you are from your local BT cabinet? Is there something 'difficult' or remote about your location that leads to such low speeds?
Going from 4/5 Mbps to 30 Mbps seems to me to indicate you may have a line fault. Do you have a landline telephone? If so, have you listened for noise or crackles on the line via the phone and run the Quiet Line Test via phone 17070?

I've already mentioned Wifi 5 / WiFi 6 with a possibility of a line fault. lets hope @gouranger take more notice of your post.
This link https://www.broadbandchecker.btwholesale.com/#/ADSL/AddressHome will detail a prediction of the expected speeds and if Full Fibre is available from Openreach.
Depending on the router supplied the status pages detailed below can give a clue to any errors.
Hub One -> Troubleshooting ->Helpdesk or Hub Two -> Advanced settings -> Technical log
They will detail the current connection details. which could be shared as a image here.
But they appear to be moving next month, so probably not worth the effort.

Thanks pvmb
I do not have a land line, i live in old people's bungalow (i am 82) which may explain alot, these are set back from the road something like 70 meters from the cabinet, i only have an old asus laptop and mobile i dont do games or anything like that and iam only on it for a couple of hours in the morning, i will phone PN to see exactly what contract i am on this 10/40 or the 70 one, as you can tell iam a very new user to the internet , by the way the main big cabinet is at the other side of the village, i have just had an email from PN with a new contract, still the gauranteed speed 5Mbps, thanks for your help
