I have no idea what an MPP is, but which company is it that you are not happy with? If you are thinking Plusnet, then they do not 'throttle speed', apart from restricting the maximum speed to that for which you pay. Any other limitations are due to infrastructure conditions and the amount of traffic present.
If you tell us which service you are on, the minimum guaranteed speed quoted in your contract and what you are doing with your connection in more detail, we may be able to advise/help.

You are obviously on a slow ADSL or FTTC line. This is nothing to do with the number of customers that Plusnet have. If you move to another ISP that uses the same Openreach service your speed will be insignificantly different. You are quite right, it’s too slow to stream anything but low resolution video, and then not if there are others in the family also on line.
Are there no faster options available to you?

Other companies are ofering 16 Mbps, you are fight Fibre to cabinet, i can't see why Plusnet can't, I know nothing about routers , but the 6 must be better than the 5, so just on that i will move.

There's probably not that many places in the UK where the broadband speed is that slow. Are you aware that if you are receiving below 10Mbps you can request an upgrade to your property. Search Google for "Broadband universal Service". You might be eligible for an upgrade to your property, assuming you can't receive a strong 4G signal. https://www.ofcom.org.uk/phones-and-broadband/access-to-decent-broadband/how-were-changing-the-rules...

I'm not sure what the relevance of this is. The USO is for a connection to the router. @gouranger has stated that other ISP's can offer 16Mbps. It is therefore likely that the current Plusnet connection is also capable of this speed on a wired connection.
However, help cannot be given unless there is engagement with trying to get the current connection improved, starting with answers to questions asked back in post #2.

The speed the other ISP' offer, is because of a different and better router, as mentioned earier.

I know nothing about routers , but the 6 must be better than the 5, so just on that i will move.
This possible refers to the WiFi standard (WiFi 5 and WiFi 6) the supplied routers support.
Basically speaking for your broadband speed I doubt you will see much improvement in performance with WiFi 6, you would need Ultrafast Full Fibre and devices that support WiFi 6.
You could have a fault on your line which is reducing your sync speed, if that is the case the fault is likely to move to your new provider.
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

What is "6", what is "5"?
What do Plusnet say about your minimum guaranteed speed on your current FTTC contract? Are you currently below or above that speed? If below the minimum then you probably have a fault.
It isn't clear from what you are posting what exactly is going on.
