That claim has been made in this post in the General Chatter forum on thinkbroadband.
It was said as a reply to a post of mine, and when I asked for a source for the assertion he replied "I know because I have had to ring them. I have also seen requests made on their forum".
Another Plusnet user has joined in suggesting why Plusnet do this.
Surely it's utter rubbish?
Edit - I think we need a Digital Care Team member to post over there, as otherwise it's just some users versus others :).

Of course it takes about three days to send a number from one system to another. It would be utterly impossible to do it faster. Just count yourself lucky if it updates at all, if you're unlucky it'll be as if the profile update got lost in the post and never arrived at plusnet.
See these threads:

I think the current status is the plusnet profile might have updated after a few days, but the new speed won't take effect until you reconnect the PPP session after the profile has updated, which no longer seems to happen automatically.
The only thing that's utter rubbish is how they make a simple task of updating a number into something slow and unreliable.

I've replied that post and will also update regarding the dropping PPP session when I've got more info.
