Status Check - Sorry we found a problem whilst checking your phone line

Hiya!
I'm trying to sign my sister up with Plusnet Broadband. I got a message on the statuscheck thing saying they found an error on the line. Does this mean she is going to be unable to get broadband at all?
She lives in a block of flats, is this likely to affect things?
