Sometimes the squid proxy blocks it, and other times when it doesn't, because the filter intercepts the request there are two differing IP addresses accessing the site there is an IP issue (similar to this - http://forums.thinkbroadband.com/plusnet/3895150-internet-watch-foundationiwf-problems-with-filesoni...
It's just a hosting site so I thought that specific pages were blocked which dealt with offending content - even the main page is blocked (http://rusfolder.com/) from PN, whilst at work i can access it (although there still seem to be IP issues....) Something seems awry here although of course I could be misunderstanding something....

I'm not experiencing any problems accessing the main page, however you can see from a traceroute that the traffic is indeed passing via our IWF filters:
C:\Windows\System32>tracert rusfolder.com

Although given the differing IP problem from requesting and resolving sources it's not usable anyway, accessible or not...

If I'm able to replicate a problem this side then I can have somebody take a look. Navigating the site is a bit tricky though because my Russian's a tad rusty

A trace returns a couple of extra steps over yours -
Quote Tracing route to rusfolder.com [78.108.186.85]
over a maximum of 30 hops:
1 3 ms * 3 ms 192.168.0.1

[88.86.97.194]
20 36 ms * 37 ms rusfolder.com [78.108.186.85]
Trace complete.
Although as with that topic post I linked to above, if every query is going to get filtered then the IP mismatch renders it moot anyway...
In Soviet Russia English learns you...

If you can provide some steps that would allow me to replicate the IP mismatch issue then that's probably enough for me to go on.

(Since it's opaque and in Russian....It's the left hand option, click the red button there...pick an advertising option, wait 30 seconds or get an adfly redirect then enter the captcha code in the page that pops up....when you hit the download you get the IP address error...)
I realise how unhelpful and difficult this is since it's in Russian....

which probably contains a virus, keypress collector, ad distributor or worse, so that in the end you pay the 90 roubles with
little confidence of getting the file.
Just for the record I have no problem getting on to rusfolder.com its foto section or even the Эротика section
I notice that rusfolder.com/43513500 becomes rusfolder.net/43513500 after the first run through but it does have the same home page.
