The same also go from... or SoGEA to FTTP
Surely, that's wrong, plenty of people have migrated from FTTC to FTTP so why would SoGEA be any different ?
FTTP requires a new installation, totally separate from any existing copper based service. So the normal process is that the existing service is ceased once the FTTP install is complete.
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

That's not SoGEA 40/10 to 80/20 as that for telephone line with FTTC 40/10 to 80/20 to FTTP only

This is really a confusing thread caused by multiple use of different terms, in some posts any references to copper line speed is just spurious information.
For any transfer into plusnet from another provider the offering would be; using plusnet product names
Fibre - SoGEA copper cable, no landline phone (part Fibre technology)
or
Full Fibre - Fibre cable, no landline phone (Full Fibre technology)
Again using plusnet product name Unlimited Fibre (40/10) and Unlimited Fibre Extra (80/20) both including a landline phone.
Since Wholesale Line Rental was removed FTTC (broadband with landline phone) is no longer available, it should no longer be referred to.
It's been said before, if you want to move to plusnet then place an order for a new line and then cancel your current service.

You can't order new line and cancel the Sogfast as it doesn't make any sense at all.

By 'new line' I mean a second copper cable run to your property. You may not like it but is seems to be a pragmatic approach to resolving your issue.

I don't want second line. I think I have to raise this to higher level openreach and complaining of why it won't accepted Sogfast to Sogea in migration pathway as it pretty ridiculously if openreach say no
The cost of installing a new line with Plusnet is £49.99 - no thanks Openreach!

If you order a new line it's unlikely you'd get a second cable installed. OR would use a second "pair" of wires in the existing incoming cable.

Maybe you need to say you are transferring providers who only supply SoGEA.

There is …
A green cabinet served by fibre
A copper circuit to the property
ISP A supplying service X
User wants service Y from ISP B.
Service Y is reported as being available by the infrastructure owner.
Why can B not order Y on the circuit delivering X from B (thereby terminating that service) as would happen if X were ADSL and Y is SoGEA?
What’s the issue with ceasing X thereby creating a silver key line to be picked up by B for service Y?
