It says the Speed test Server is in Dublin not the user.
Yes I know, perhaps I should have worded that better.
Most sensible speed testers (such as Ookla) before testing starts, will auto discover the geographically nearest test server (for lowest latency) with sufficient bandwidth (for speed), and therefore the speed test's indicated SERVER location is usually quite close to where the end user's ISP gateway is, or exit point from a VPN.
EDIT: I just tried the Ookla app on my mobile for the first time via WiFi. After a series of tests connected me to three different test servers, the nearest was 17 miles away, and the furthest was 25 miles in the opposite direction, with me located between them. So (for me) the test server location is a good indicator of roughly where you are.

@MisterW are you thinking of this - Wow, why does Killer Performance Suite even exist? I removed it and about doubled my speed. : r/Home... - I smiled at the reference to the purchase of snake-oil in the first response ... and the suggestion that 3rd party voodoo might make a naked OS run faster.

@tjg as you are entirely on WiFi and are unlikely to achieve wireless speeds much above 300Mbps with the Plusnet router, if you want to stay with Plusnet, maybe you could request a speed downgrade to the 300Mbps package and save yourself a few pounds every month, but make sure you negotiate so that you DON'T pay downgrade charges on the basis that Plusnet were unable to resolve your speed issues on your 900Mbps package, and that the package was mis-sold as there is no indication that the router's wireless speed will never achieve anything close the advertised internet speed.

For Info :
Several Ookla speed tests have given me around 630 Mbps whereas my usual speedtest.net gives on average 890Mbps.....

Determining a location by IP address seems very hit & miss.
I'm in East London, & I have just tried 4 different "where am I" type websites. One thinks I'm in Gosport, another thinks I'm in Loughborough, another thinks I'm in West London (WC2N), and the last one I tried got it spot on, down to my town.
I have no idea where Ookla thinks I am, probably somewhere in the Midlands, as it picks Birmingham to check my speed & occasionally Manchester (approx. 163 miles in a straight line from my actual location).

Be careful of the expectations your are setting here. If the user does not have the equipment which will exploit higher speeds which ARE being delivered, then there is no grounds for negotiation as suggested. At best one might get a good will gesture to down grade the service to something which the user can consume fully.
Sadly the presumption that "not getting what you are paying for..." always being thought to be down to the provided service (and not the user's equipment) is all too common. One could suggest that the user goes for an Altnet offering 1.2Gbps or faster DS and US ... but if their kit (device and internal network) can only do 100mbps then that would create unfulfillable expectations.
We have yet to see objective evidence of the OP's kit doing anything over 100mbps however it is connected. It has been said that "some days it is faster" but there is no evidence supporting that. There has been no speed test performed with a different provider reported as recommended several times. Similarly no speed test over 5G has been reported.
Until there is clear evidence that the user's device can do better than the observed 100mbps, we cannot be certain of the nature of the bottleneck and viable mitigations. EXACTLY 100mbps DS and the 2.5mbps US being reported hints at a very local bottleneck as noted by @MisterW .
Even then that all sets aside the question is it a reasonable expectation that a single device can (over WiFi) saturate the link - 900mbps is concurrent bandwidth shared by multiple devices across all Ethernet and Wi-Fi connections.
Oh and as I write this ... I realised that within the limited information offered, there has been a reasonable presumption that this WiFi connection is in fact direct to the router's WiFi SSID and not that of a WiFi-AP connected over 100mbps ethernet (or dLAN) or a wifi extender, which have all been know to severely impact end to end performance ... and all too often omitted in problem narratives.
