I thinking about getting a web domain name.
Is it possible to get a name and just park it, until I can decided on a hosting service and website content and design?

Yes, most companies which sell domain name registrations will offer it. Most do it for free, just check the T&C of your chosen registrar before you buy.

@SpendLessTime Do I have to buy a domain name and have an ISP hoisting package before I get "free parking"?

You have to buy a domain of your choice but you don't have to have a hosting package until such time as you need it for your site.
I have two with 123-reg but they don't have sites associated with them...yet. (Other registrars available)

As Strat says , no you don't need to have web hosting setup. The whole point of parking is that you don't know what you want to do with the domain yet. You just want to register (and pay for) the domain while you work out what you want to do with it.

you don't need to do anything other than that.

By default most registrars automatically park the domain for you the moment the registration process is completed.
When you have a website / hosting setup either with them or elsewhere then you can point the domain over to it either directly by changing the DNS (slightly more complex) or by setting the nameservers - which is easier but takes a bit of time to update across the web.

I found this in HostPapa's website aimed at their free domain customers that have their hosting.
FREE DOMAIN CUSTOMERS: If you do not renew your web hosting and domain name services and pay the outstanding balance before the expiration date, you risk losing your free domain name. Please don't delay!
So it looks like I need to avoid any special offer like a free name as that must need hosting.
I presume that also is the case for discounted domain names?

I have several domains with 123reg. None have associated websites as I only use them as mail addresses.
123reg simply forwards any mail sent to the domain to a mail address of my choice. that at if I shift ISP's its simply a question of redirecting the mail at 123reg.
Mail forwarding is included in 123reg's domain registration service.

123-reg - buy the domain, and all you pay is the cost of the domain.
job done.

This morning at 123-reg, you could buy a new .co.uk domain for 99p for one year. Note the order box defaults to 2 years for £8.99 so you just change the drop down before adding to the basket. Several of us here use 123-reg and I had a domain sitting there for 3 years before I did anything with it. All it cost was the domain fees all that time.
