I can load the site fine, although a traceroute can look suspiciously short, with different traceroute methods giving different results:

I am fairly certain I could access the site earlier, but now I'm getting the "Error – site blocked" page courtesy of BT which typically goes with the short TCP port 80 traceroutes into bt.net.

If you're getting the Error - Site Blocked message then the site is being blocked by one of the peers Plusnet use to route their traffic through (BT in this case), and not explicitly by Plusnet.
Plusnet won't do anything about such routing 'anomalies' so the site ends up essentially blocked until the routing tables shift automatically as another routing peer becomes more favourable.
It's working for me at the moment, via pcl-ag01.

It's really not.
BT Retail and the other ISPs have been given the court order.
BTnet have not.

The tactic surely now is to get pirated files on to up to now innocent sites as fast as possible so that the ASA either go after blocking so many sites it becomes ridiculous and there is a backlash, or they have to give up.
