Corporates would certainly want a blocker available
They can get into all sort of trouble with "certified" applications if a part of the application (IE) is changed.
They will need to change their agreements such that IE is now regarded as part of the OS rather than a separate program....or no sorry I forgot, MS got into all sorts of trouble in the EU over precisely this thing
