Many of us have read about this new feature which hides your browsing habits but this report, if accurate, made me wonder if it is all it's cracked up to be.

I'd recommend sticking with running your dodgy browsing habits in a VM if I were you.
Naturally, I don't have any dodgy browsing habits, so don't really care who see's what I browse. *ahem*

I don't have any dodgy browsing habits either but I wondered how the authorities could access the information from one's computer if the local records were supposedly removed

It helps to remember that for the most part, nothing is ever really removed. I've not looked at IE8, hence the flippant remark rather than a useful one but I suspect that what they mean is that its merely hidden from everybody.
Kinda like if you set yourself up as an administrative user, and everyone else up as a normal user - they can't see anything thats stored in your profile, but you can see theirs. Perhaps IE8 takes this concept and extends it to ensure that everybodies internet profiles are inaccessible to other users.
Having glanced at the article, I'm a little confused as to the TImes' viewpoint; surely Google track your activities via code embedded in pages you visit, rather than via stuff stored on your machine.
I'm as interested as you are in discovering the truth - apparently its out there...

It may be that this from the Inquirer gives part of the answer
I must admit I thought you could do that in Firefox anyway and also to have it delete browsing history etc. when you close the browser
