I'm a very simple soul so would go back to first principles. Having set the PC to pick up an IP address automatically and switched off wireless I would get a long Ethernet cable and connect the PC directly to the router, (long Ethernet cables aren't expensive) to make sure it worked.
Having determined that this works I would connect the long lead to one of the working powerline devices. If this worked I would be looking suspiciously at whether the non-working powerline device was connected on a different consumer unit circuit and possibly contaminated with high levels of RFI.
Another test for this would be to swap the location of the PC to use a working powerline. That is, swap device locations, not powerline devices.

Update
I've managed to borrow a laptop with an ethernet port.
This device connects correctly with speeds of 70 down as expected and 9 up (which is a bit low), so this tells me that my Deco x20 and powerline setup is fine and therefore it's either software/settings in windows or my ethernet connection has developed a fault.
in Device manager it doesn't indicate any errors

If your laptop has a faulty, or does not have an ETHERNET PORT.. you can use one of these..

the laptop is fine, its my desktop that the ethernet is being problematic, a usb C adapter is my last option if I can't resolve the pc's onboard settings. although I question if a USB add on will change things if the onboard is still playing up

@stevejd58 OK... My little laptop worked fine on windows but would not connect the ethernet on Linux... using the USB to Ethernet adapter solved the problem... so, I think it is a fair possiblity that it would do the same for you on your desktop...

I've ruled out any issues from connection to the end of the ethernet cable as I know it connects with an ethernet enabled laptop.
Just done a full reinstall of Windows but still the issue persists.
Myy conclusion is a dead ethernet circuit in my pc, as its a nuc there's no adding a pcie card so a USB adapter will be the way to go I think

If you connect a ethernet cable does the link light come on the laptop and the powerline adapters? If the light does not come on it would suggest the port is indeed broken.
Are you using "Realtek PCIe GbE Family Controller" driver or Microsoft provided driver?

EDIT: with no ethernet cable connected do you see " Media State . . . . . . . . . . . : Media disconnected"

- my NUC pc has the ethernet connection issue, there are flashing lights but no internet
- a laptop has shown me that the ethernet and my powerline plug are fine as it connected to the internet
- I have updated the drivers (realtek), no internet
- I have done a full reinstall of windows 11 (24H2), my thinking being that a clean install will remove all old or corrupt settings. No internet one static (amber) and one flashing activity light at the ethernet socket
- this is what leads me to believe that the ethernet circuit is failing/failed and I have to accept that an external USB adapter is my remaining option
